Pending your decision in the matter of Mr. Churchill's retirement and of the appointment of his successor, I have not made any appointment of a locum tenens

for Mr. Churchili.

It is more convenient and better to wait till I learn whether or not his permanent appointment will be approved by you. But as it is desirable that the post should not remain vacant for long I shall be obliged for your decision on this point also by telegraph.
